I. CALL TO ORDER
Chairwoman Bishop called the regular meeting of the Princetown Planning Board to order at 7:32
p.m.
II. REVIEW AND APPROVAL
A. Minutes of November 19, 2009 - Motion was made by Doug Thorpe to approve the minutes of the
November 19, 2009 Planning Board meeting with recommended changes. David Knutti
seconded.
ROLL CALL: 6-0 MOTION CARRIED
III. CORRESPONDENCE
A. Transmittal from Ingalls Associates on 11/23 of NYS DOT highway work permit for Carver
subdivision, which specifies that all driveways shall have turnarounds to prevent backing out
onto Route 406
B. Zoning referral response from S. Feeney regarding Carver subdivision, which indicated that
driveway turnarounds should be required as per DOT permit.
IV. PRIVILEGE OF THE FLOOR
There were no comments from the community.

V. PUBLIC HEARING
A. Subdivision Application of Carver Realty for Property at 420 Western Turnpike.
Chairwoman Bishop declared the Public Hearing open at 7:36 p.m.
The Chairwoman read aloud the following public notice that appeared in the Daily Gazette
on Monday, December 7, 2009:
...the Planning Board will hold a public hearing to consider the application
submitted by Carver Laraway to subdivide an approximately 10.01-acre parcel
(SBL# 69.-3-17.6) at 420 Western Turnpike. The applicant proposes to
subdivide the parcel into three new building lots for single-family residences that
will have frontage on Giffords Church Road, and combine the remainder with
commercial property on Western Turnpike (SBL# 69.-3-17.13) also owned by
the applicant. Plans for the site may be viewed at the Princetown Town Hall
during normal business hours. SAID HEARING will take place at Town Hall,
165 Princetown Plaza, at 7:30 PM, or shortly thereafter, at which time all
persons will be given a chance to be heard.
Chairwoman Bishop asked the public for comment. The public offered none.
The Planning Board was then asked for comment.
Chairwoman Bishop declared the Public Hearing closed at 7:37 p.m.
SEQR was previously completed by the Town Board during the rezoning proceedings.
D. Ingalls provided the Board with updates; the total disturbance area changed from 2.92
acres to 2.94 acres for lots 4, 3 and 2.
The new plat will include language regarding driveway turnaround.
D. Ingalls clarified for the Board that there are no wetlands on the property, that the map's
key denotes an easement for the Town's water line. Attorney Mathes suggested that the key
be removed from the map.
Chairwoman Bishop inquired whether the applicant will be selling the lots or will be
developing them. D. Ingalls indicated the lots will likely be "built to suit" by Masullo Brothers.
D. Cole confirmed that all comments detailed at the November meeting were added to the
map.
A motion was made by D. Thorpe and seconded by T. LaBelle to approve the proposed
subdivision.
ROLL CALL: 6-0 MOTION CARRIED
P. Bishop provided the applicant with information relating to required signature on mylar and
filings at the County Clerk's office. She further advised the applicant that the new maps
needed the driveway note added and the key fixed/removed.
VI. OLD BUSINESS
Nothing to report.

VII. NEW BUSINESS
A. Concept Plan for Subdivision of Aufiero Estate at 254 Sterling Road
Applicant wishes to subdivide 47.645 acre parcel into one 21.804 acre lot (Lot 1) and one 25.841 acre lot (Lot 2).
Lot 1 would contain an existing house and shed; Lot 2 would contain existing barns, stables and corral.
Anthony Fazzone, attorney for the Aufiero Estate, provided background information as well
as the applicant's proposal to the Board for discussion.
The Planning Board reviewed the maps provided.
It was identified that the scale is 1"=100' which will need to be revised to 1"=50' for final
approval.
The Board identified an existing barn structure that would be within the 100' side setback
(Zoning Law 7.13B) if the property lines are drawn as proposed. Attorney Mathes suggested
that the applicant could place a note on the plat to indicate that animals and/or animal waste
will not be kept in the barn or receive permission of the adjacent neighbor that allows the
barn to be in such close proximity to the property line. A written statement is required from
the adjacent neighbor that indicates this.
Public Hearing will be set for January 28, 2009.
The Planning Board completed SEQR Parts 1, 2 & 3. Rose Norkus moved that the
Princetown Planning Board classify the proposed project as an Unlisted Action and a
Negative Declaration be issued. Cynthia Matthews seconded the motion.
ROLL CALL: 7-0 MOTION CARRIED
D. Cole indicated the map requires the following:
- Change in scale to 1"=50'
- Show setbacks
- Show wells and septic systems within 100' of adjacent properties
- Show proposed concept disturbance on Lot #2
- Sewer and septic notes
- Contours
D. Cole will send a letter to the applicant's attorney to include required outstanding items.
A. Torre confirmed that there are no variances required for this application.
Attorney Mathes indicated that the applicant must tear the building down or choose either to
obtain a variance or letter from the adjoining property owner allowing the barn within the 100'
side setback or include a note on the plat that indicates there will be no animals and manure
kept in the barn.
VIII. ADJOURNMENT
A motion to adjourn the meeting was made by Doug Thorpe.
All in favor.
The being no further business, the meeting was adjourned at 8:12 p.m.
