BAR VACANCY

 

The Town of Princetown has a vacancy on their Board Of Assessment Review (BAR).. The BAR consists of 5 members appointed by the Town Board for a 5 year term and this vacancy fills a term expiring on 9/30/2015.

 

The Real Property Law requires a member of the BAR have a knowledge of property values in the assessing unit.  BAR members are local public officials required to be 18 years of age, citizens of the USA and a resident of the municipality that the board serves.

 

 It would also be advantageous for a member to be familiar with the real estate market on a local and national level.  Knowledge of the housing markets in Princetown and surrounding areas whould is beneficial.  Familiarity with the Town itself and its zoning and planning would be a plus.  

 

The BAR plays a role in the assessment process.  Once the assessor has filed the tentative roll, the BAR has jurisdiction over the roll.  Once the board has acted upon all of the grievances before it, the board verifies a statement of changes to be made by the assessor on the roll.  The final roll is then delivered by the assessor to the clerk of the county legislature and filed with the town.  Administrative review conducted by the BAR is governed by the constitutional principle of due process - a property owner  is entitled to a formal review of any assessment complaints.

Upon appointment members must attend the appropriate training session in order to participate in the hearings and deliberations of the board of assessment review each year.  Initial appointees must attend the introductory course of training and reappointees may attend either the introductory or supplementary course of training.  This is usually a three hour session held at the County building.  After the initial training the member must attend a class upon each 5 year appointment.

 

The BAR usually convenes once a year, which is Grievance Day, the 4th Tuesday of May, from 5PM until 8:30PM.  This is when members hear resident complaints of their assessments.  Additional meetings are sometimes required.
